I just discovered a postcard for this attraction and was surprised I hadn't run across it sooner. I have studied the Irish Hills area and was unaware of this place. I believe it was built in the 60's and 70's and was closed in the 80's. As the RoadsideAmerica.com photo shows, some of the characters heads were left scattered about on the lot in the 80's.
Looking at some message forums, one attendee remembers this attraction being just east of Stagecoach Stop. There was a train ride attraction and some swan boats. There was an accident on the train ride in 1976 so it was still going at that time. For now I am using the address of Stagecoach Stop until I get more specific information.
